Dumb Question

We seem to have a number of possible problems with electronic voting. We also seem to have a problem with chronic unemployment at least until the election.

So why doesn't the government hire a bunch of people on a temporary basis, and run a completely manual election with a completely verified paper trail? Think of all the secondary opportunities arising from the project: studies to redefine cost-effectiveness, new methods of co-ordinating voting procedure to make the whole thing easier. I mean, the main ones go on every four years, and should be easy to plan for. Some places (not to mention Canada by name or anything) can announce an election and have it completely finished (including counting the votes) within one hundred days.

There has to be a better way - this computer voting scam proposal (the way it's currently laid out) is absolutely the wrong way to go.
