Why is it that this article* is titled Despite $2 billion spent, residents say Baghdad is crumbling, and nobody seems to be concerned? Since we've spent over 300 billion on the war so far, one could be thinking that slightly more than one half of one percent of that money should be going towards rebuilding the Iraqi infrastructure. One might also consider the possibility of, oh, say installing solar and wind power generation in an area being more or less completely rebuilt that gets a lot of sun and wind. That way the Iraqis can sell the oil under their feet to pay for their own reconstruction, instead of having to buy it from the illegally occupying foreign insurgents.
