He thinks that, because he wants OPEC to deplete its' starting-to-dwindle oil fields faster, they need to pump more oil. Never mind that oil production capacity increases were larger than oil refinery capacity increases last year - so that increased production would be going exactly where? Never mind that oil production will be increasingly hard-pressed to keep up to current levels. Never mind that he's still pumping millions of gallons of that sweet Iraqi crude every day. The Ilegally Installed Drunken Cokeheaded Usurper wants him some more oil, so you OPEC guys better get hoppin'!
